RE Risk taking in the playground - my 'play ground' was the ravine behind our house where I spent countless unsupervised hours most day, meeting with other kids and exploring the ravine which ran for several miles through St. Thomas Ont (a small stream ran thru it) - we built forts in various locations, fell in the stream occasionally - generally had a great time of age from about age 7-12 or so.

in terms of the upset person on a nearly balcony, perhaps if sufficiently close to speak and hear, to simply acknowledge that you see that the person is upset and if so inclined offer to help by a chat over coffee somewhere. relatively unintrusive contact but it may gnerate a positive response or at least alleviate some of the person's distress just with the acknowldegement
